The Connecticut Office of Early Childhood (OEC), supported by Social Finance through a Federal Social Innovation Fund award, launched a year-long outcomes rate card pilot that will advance two-generational (2Gen) solutions by strengthening evidence-based home visiting programs to achieve the following outcomes: full-term birth, caregiver employment, safe children, and family employment. The outcomes rate card is the first of its kind in the nation and will incorporate outcomes-based bonus payments in existing Maternal, Infant, and Early Childhood Home Visiting (MIECHV) service provider contracts in Connecticut for achievement of these outcomes. Based on results, OEC may look to continue the program.
